				<content:encoded><![CDATA[<p>Under the patronage of his Excellency the Minister of Environment, Mr. Mohammad Al Mashnouk, Municipal Development Association was honored to invite you to participate in a specialized seminar entitled <strong>" Citizen and Municipality</strong> " (Application - Practice - Accountability).</p>
<p>This event stemmed from MDA's consideration of the necessity to inform the Lebanese public about the importance of the relationship between the citizen and the municipality he/she lives in.</p>
<p>The seminar was held on December 6th, 2014 at Movenpick Hotel. All Lebanese municipalities, representatives from some major cities and towns, chiefs of Law and Architecture syndicates, presidents of associations and nonprofit organizations, and some deputies of parliament were all invited to attend and participate.</p>

				<content:encoded><![CDATA[<p>As MDA go on with its Student's awareness campaign for administrative decentralization and municipalities, the campaign moves now from being with University students during the "Administrative Decentralization and Municipalities" seminar that took place on December 10th, 2010 in Phoenicia Hotel to BAC I and II students in Beirut public and private schools.</p>
<p>For that, it is MDA's pleasure to announce the launch of this campaign in the Municipalities and Schools Forum and which is in Collaboration with the Minister of Education and Higher Education Professor Hassan Diab. Event shall be held on 30th of May 2012 at Unesco Palace.<span id="more-2297"></span></p>
<p>This forum will join Municipalities, public and private schools, deputies, NGO's in Beirut.</p>
<p>• The Competition:</p>
<p>The Student's Campaign will allow Grade 11 and Grade 12 students to participate in a competition aiming to raise awareness about Administrative decentralization and its relationship with municipalities in Beirut.</p>
<p>All students from Beirut public and private schools shall participate in this competition and get to know more about administrative decentralization.</p>
<p>One question will be at the core of our competition as follows:</p>
<p>Subject: What is your personal perception towards administrative decentralization and its implementation in Lebanon aiming for local development and culture of democracy including:<br />
1. The concept of administrative decentralization and its implementing mechanism.<br />
2. The relation between Municipal System and Administrative Decentralization System.<br />
Students will compete to give in the best research papers that include, in large extent, their personal input.</p>
<p>We will distribute competition fliers to every student attending Beirut Public and private schools.</p>
<p>Students will receive prizes on their distinguished papers. The first prize winner student will get - 750,000 LBP, the second prize winner student will get - 500,000 LBP and the third prize winner student will get a medal.</p>

				<content:encoded><![CDATA[<p>Organizing a seminar titled “ICT in support of Municipal Administrative development: E-Municipalities” Beirut, on the 28th of February 2004.<span id="more-2130"></span>After its international symposium on “Relationship between Central and Local Administration” on 23-25 September 2002, the Municipal Development Association (MDA) organized in Beirut a seminar entitled” E-Municipalities” on February 28th, 2004 in Hotel Monroe. Seminar was in collaboration with the office of Minister of State for Administrative reform in Lebanon and the Arab Union Development Institute (AUDI). Our audience was mainly the Lebanese Municipalities and also some Arab and European municipalities.</p>
<p>The objective of this event is to raise awareness about the concept and implementation of “E-Municipalities” and encounter Lebanese municipalities to adopt this concept, and spread the concept throughout the Arab world.</p>
<p><a href="http://www.omsar.gov.lb/" target="_blank"><img src="http://localhost/mdaold/OMSAR_Logo.jpg" alt="" /></a>     MDA believes that the implementation of E-Municipalities will increase the interactive levels between the Central and Local governments. This interaction will also enhance citizen participation in their local governments and municipalities in Lebanon and the whole Arab World.</p>
<p>The main topics of discussions in the seminar were the following:</p>

<p class="text_in_act3">Under the high patronage of his Excellency, the former president Emile Lahood, the Arab Urban development Institute, and the league for the development of municipal work in Beirut, in collaboration of the Lebanese ministry of Interior and Municipalities, we were please to organize a symposium entitled the relationship between the central and the local administration at the Phoenicia intercontinental Beirut, Lebanon between the 23rd and 25th of September 2002.</p>

<p class="bold_text">Introduction</p>
<p>&nbsp;</p>
<p class="text_in_act3">Development of municipal activities and continuous improvement of the quality of life requires quantitative and qualitative improvement of urban services and public facilities.</p>
<p>Local administrations play a vital role in providing such services and facilities and initiating development and prosperity of the regions, cites, and localities.</p>
<p>Furthermore, local administrations have major responsibilities in the implementation of development, plans, and in upgrading services – a burden that necessitates continuous improvement of their systems and internal mechanism, as well as their relationship with central administrations.</p>
<p>The success of local administrations in fulfilling their duties and responsibilities depends to a large extent on the type of their relationship and linkages with central administrations, and on the degree of compliment and transparency of that relationship within the frame work of the prescribed responsibilities and duties.</p>
<p>Various elements of the relationship between central and local administration, and their compliment were discussed in specialized symposium entitled “The relationship between central and local Administration”. Relevant case studies and actual experiences were also presented and discussed.</p>
<p class="bold_text">Objectives</p>
<p class="text_in_act3">- Identify the principles, concepts, and types of relationships between central and local administration, and the developing of administrative trends that foster their compliments and conformity.<br />
- Discuss the legislations and regulations that govern the relationship between central and local administrations.<br />
- Identify the role of central administrations in monitoring and initiating administrative and economic reforms in local units within their respective jurisdictions.</p>

<p class="text_in_act3">The symposium will focus on the following themes:<br />
- The conceptual, historical, cultural, and legislative, basis and the regulations that affects the relationship between central and local administrations in the municipal fields.<br />
- The organizational structures of central and local administrations and their efficiency in responding to the needs of their administrative regions and jurisdictions.<br />
- Decentralizing the administration of local affairs and its impact on enhancing administrative effectiveness and efficiency.<br />
- The role and impact of financial systems and funding mechanisms (grants, subsidies… etc) on local – central administrations relationships.<br />
- The effects of central – local administration relationships on the major activities and developmental programs of the municipal sector, especially in the terms of:</p>
<ul>
<li>Urban and physical planning</li>
<li>Municipal services facilities and infrastructure</li>
<li>Municipal investments in urban developments</li>
</ul>

- The Scientific and technical arm of the Arab Towns Organizations (ATO)<br />

<p class="text_in_act3">Participation in this symposium was open to officials, specialists, and experts of public administrations, municipal and urban managements, urban development.</p>

<p>Recommendations of the symposium on<br />
“The Relationship between Central and Local Authorities”</p>
<p>&nbsp;</p>
<p class="text_in_act3">After thorough study of proposals during the symposium and after discussions, we have reached five recommendations that we hope Arab governments will take into considerations and apply in their cities for sustainable local development.</p>
<p>&nbsp;</p>
<p class="text_in_act3"><b>1.</b> Support decentralization and management of local maters by giving local governments more privilege and power, keeping local governments far from political activities and providing laws and medium for election for qualified administrations on the local levels.<br />
<b>2.</b> Reconsiderations of laws that govern the relationship between local and central governments and participation s of local governments in setting the laws that concern them.<br />
<b>3.</b> Enhancement of the relationship between the two governments by defining each government’s role such that they are complimentary.<br />
<b>4.</b> Giving local governments their own identity as well as financial and administrative independence.<br />
<b>5.</b> Giving the local governments the right to find its own financial resources and encouraging local governments to start investment projects and participations of private sector in such projects.</p>

<p>- Submitting a primarily study to the Municipality of Beirut for the establishment of public work at the Ramlet el Baida.</p>
<p>- Organizing a campaign in collaboration with Mouhafez of Beirut to remove the wrecked cars from the streets.</p>
<p>- Organizing a campaign in collaboration with former mayor of Beirut to clean up clear and unoccupied areas to turn them into useful spots like parking lots for cars.</p>

<p class="bold_text">- Cleaning up some postal areas in collaboration with high school students.</p>
<p>- Organizing a workshop in collaboration with the Lebanese American University about the Municipal Law, and it was held in September 1999</p>
<p>- Making a study on the number of occupied possessions belonging to the municipality of Beirut and requesting the return of these possessions to the municipality.</p>
<p>- Making a study on the role of the municipality in collecting home garbage.</p>
<p>- Demanding for internal ad structural developments in former municipalities of Beirut.</p>
<p>- Organizing a workshop on the” The Future of Municipality Systems in Lebanon” in collaboration with American University of Beirut.</p>
<p>- Declaring “ The Municipality Week in Beirut” which regards awareness to different social issues.</p>
<p>- Meeting with scholars and expert s to discuss proposals regarding representation of new municipal laws in Lebanon.</p>
<p>- Publishing “Municipality Guide” – First issue.</p>
<p>- Making a comparison chart between the current law of Municipalities and the new proposed law and submitting this comparison to the parliament.</p>
<p>- Holding a campaign in collaboration with many municipalities for the autonomy of municipalities.</p>
<p>- Organizing a scientific symposium on “The Future of Municipality’s System in Lebanon” on November 29, 1996 at Commodore Hotel.</p>
<p>- Organizing a scientific seminar “Municipalities of Beirut” on July 19, 1995 at American University of Beirut Alumni Association.</p>
